Legacy Community Health is a premium, Federally Qualified Health Center (FQHC) that provides comprehensive care to community members regardless of their ability to pay. Our roots began in 1981 as the Montrose Clinic, with specialization in HIV education, testing, and treatment. Since then, the agency has expanded to >50 clinics in Houston, one in Baytown, two in Beaumont, and one in Deer Park with extensive services that include: Adult primary care, HIV/AIDS care, pediatrics, OB/GYN and maternity, dental, vision and behavioral health. Job Responsibilities

The Senior Vice President (SVP) of Clinical Services is responsible for overseeing and leading the clinical operations of a multi-specialty provider group within a Federally Qualified Health Center (FQHC). This role involves the strategic development, implementation, and management of clinical programs that ensure the delivery of high-quality, patient-centered care. The SVP will focus on clinical excellence, regulatory compliance, provider engagement, and cross-departmental collaboration to meet the needs of a diverse patient population.

As a senior leader, the SVP will work closely with the executive leadership team to drive organizational success, expand clinical services, and improve health outcomes for underserved and vulnerable populations.

Strategic Leadership:
• Develop and execute strategic clinical initiatives that align with the FQHC’s mission and objectives.
• Lead the clinical services team, fostering a culture of collaboration, innovation, and accountability.
• Oversee multi-specialty services such as primary care, behavioral health, dental, and specialty care across multiple sites.

Clinical Operations Management:
• Ensure efficient and effective management of day-to-day clinical operations, including patient flow, staffing, and resource allocation.
• Implement and monitor systems to optimize care delivery, improve clinical outcomes, and enhance patient satisfaction.
• Oversee quality improvement initiatives, including clinical audits, patient safety protocols, and performance metrics.

Provider Management & Engagement:
• Lead recruitment, retention, and professional development of physicians, nurse practitioners, dentists, and other clinical staff.
• Establish performance standards and conduct regular evaluations of medical staff.
• Foster a collaborative, supportive environment that encourages continuous learning and professional growth.

Compliance & Regulatory Oversight:
• Ensure clinical programs meet all federal, state, and local regulatory requirements, including FQHC standards and HRSA guidelines.
• Maintain compliance with accreditation bodies
• Lead the organization in meeting clinical reporting requirements such as UDS (Uniform Data System) reporting.
• Financial Oversight & Resource Allocation:
• Collaborate with the CFO and finance team to develop and manage budgets for clinical services.
• Identify opportunities for cost-effective resource utilization while maintaining high standards of care.
• Drive revenue growth through grant opportunities, value-based care initiatives, and efficient service delivery.

Cross-Departmental Collaboration:
• Partner with other departments, including operations, IT, finance, and HR, to enhance the overall efficiency of clinical services.
• Work closely with the Chief Medical Officer (CMO), Chief Operating Officer (COO), and other executive leaders to ensure alignment on strategic priorities.
• Serve as a clinical liaison to external stakeholders, including health systems, payers, and regulatory agencies.
• Direct and organize, the after-hours on-call program, triaging calls, consulting with nurses and nurse practitioners and ensure appropriate documentation of all client contacts.
• Serves as custodian of medical records and shall maintain all patient information and records in strict confidence and maintain confidentiality of all patient information pursuant to Legacy’s standard policy on confidentiality.

Community Responsibilities:
• Work with staff to address emerging health needs of the community
• Attend and participate in meetings of senior leadership team and other meetings as directed by Chief of Population Health.
• Interact in a professional manner with the electronic and print media when needed.
• Attend Legacy produced fundraisers and events.
• Be available for and participate in tours, meetings, and presentations to Legacy’s donors and supporters.
• Performs other duties as assigned.

Qualifications


• Minimum of 10 years of clinical practice experience in a multi-specialty environment.
• At least 7 years in a senior leadership role, preferably within an FQHC or community health center.
• Demonstrated experience in leading large, multi-disciplinary teams and managing clinical operations across multiple sites.
• Knowledge of FQHC regulatory requirements, including HRSA, UDS reporting, and value-based care models.
• Doctor of Medicine (MD), Doctor of Osteopathic Medicine (DO)
• Must be a licensed physician in Internal Medicine, Family Medicine, Pediatrics or OB/GYN.
• Provider shall obtain, maintain and participate in the Medicare and Medicaid Programs, workers’ compensation, other federal and state reimbursement programs, and the payment plan of any commercial insurer, health maintenance organization, preferred provider organization, accountable health plan, and other health benefit program requested by Legacy.
• Must be able to manage multiple deadlines and decision-making responsibilities.
